accompanying copy of letter to the War Office, They have suggested that a consultation between the Governor, the General Officer Commanding, and the Naval Commander-in-Chief should take place at Hong Kong to prepare a report on this proposal.

The Civil Engineer-in-Chief of the Admiralty is visiting Hong Kong shortly, and it would be convenient if instructions to the Governor could be sent so as to permit of the matter being discussed whilst he is there.

My Lords consider that the surrender of the Arsenal Yard should be conditional on the Colonial Government granting to the Canteen Committee, free of cost, a site on the reclamation, sufficient for the construction of the new Canteen with a suitable water frontage.
